Anugraha Narayan Tiwari
Anugraha Narayan Tiwari in short, A.N. Tiwari, belongs to the 1969 batch of the Indian Administrative Service (IAS), Andhra Pradesh cadre. Having spent a lifetime – over 35 years, he retired as Secretary Ministry of Personnel, Government of India, in 2005. After being appointed to the Central Information Commission he retired in 2010 as the Chief information Commissioner.
Educated at Ravenshaw College, Cuttack (Orissa, now Odisha) and Allahabad University, he briefly taught Political Science at the latter University before joining the IAS. He was also the Ford Foundation Fellow at Harvard University in 1993 – 1994. His experience spans diverse fields including district administration, commercial taxes, Defence planning and coordination, commerce and textiles, infrastructure, urban development and personnel administration. He has travelled widely and served at the Indian Embassy at Moscow in the erstwhile USSR, as Counsellor Defence.
Likes to read books in all genres and occasionally writes for newspapers. Is a recreational golfer and occasional bridge player.

Spent nearly twenty years of his career dealing with various aspects of drug problem. A Humphrey fellow in Drug Abuse Control Programme at Johns Hopkins University, he had two terms with the Indian Narcotics Control Bureau (1987-1990 and 1995-2000). He also served with the UNODC Regional Office for South Asia (2000 -2005) assisting the SAARC countries in building capacities to tackle the problems of diversion of precursor chemicals in particular and production, trafficking and abuse of illicit drugs, in general. Started his career as an officer with the Indian Army in May 1968 and switched over to the Indian Customs and Central Excise Service in July 1974. Before his retirement, he served the Government of India as Member of the Central Board of Excise & Customs, Department of Revenue (2006-2008). After his retirement, Mr. Dutt had a stint with the Colombo Plan Secretariat as the Director of Drug Advisory Programme. Mr. Dutt received President of India award on Republic Day, 1989 for distinguished record of service and devotion to duty.

is a post graduate in commerce and a Fellow member of the Institute of Chartered Accountants of India. He is in practice for more than three decades and specialises in corporate laws and exchange control. Mr. R.K Tewari
joined the Indian Revenue Service (Customs and Central Excise) in 1968 and rose to the level of Member Central Board of Excise and Customs. While working as Director Opium with the Ministry of Finance, he had been closely associated with the development of Indian drug laws in line with the United Nations Conventions and the raising of India’s prime drug law enforcement agency, the Narcotics Control Bureau. Mr. Tewari has also held a number of important positions in field ranging from Deputy Narcotics Commissioner dealing with licit Opium cultivation to Deputy Director General Narcotics Control Bureau, handling national and international coordination in drug matters. He has also worked as Chief Commissioner of Customs and Excise and with the Directorate of Revenue Intelligence. Mr. Tewari is also a recipient of President’s Commendation Certificate for distinguished record of service and devotion to duty.

Mr. Jogendra Singh( jogendrasingh@gmail.com ):
a law graduate, joined the Indian Revenue Service (Customs and Central Excise) in 1971 and rose to the level of Chairman, Customs and Central Excise Settlement Commission. During his career with the Indian Revenue Service he has handled some of the most arduous jobs that include the Chief Vigilance Officer, Chief Commissioner of Customs and Central Excise and Additional Director General of Revenue Intelligence. He was one of the few officers of the Indian Revenue Service who contributed immensely to the raising of India’s prime drug law enforcement agency, the Narcotics Control Bureau. Mr. Singh worked as a Training Consultant with the United Nations Office on Drugs and Crime and developed training strategies and manuals on the subject of precursors control. Mr. Singh has also worked on deputation with the Ministry of Defence. For his devotion to duty and distinguished record of service, Mr. Singh was awarded President’s Commendation Certificate on the Republic Day of India.

Mr. Vijay Shanker ( vijay.shanker.tiwari@gmail.com ):
is a former Indian Police Service Officer who has handled a number of police jobs in India ranging from commanding police forces in some of the most sensitive districts in Uttar Pradesh to heading India’s premier investigation agency, the Central Bureau of Investigations (CBI). His previous responsibilities included internal and external Intelligence, counter insurgency and armed constabulary. Mr. Shanker spent his formative years as a commissioned officer in the Indian Army (1967 -1973). He also had a four year long stint with the Ministry of External Affairs. He served as elected Member of the Executive Committee INTERPOL as Delegate Asia. Soon after his superannuation, he was appointed as Member of Commission on Centre State Relations. An expert in dealing with organised crime, insurgency and corruption, Mr. Vijay Shanker is recipient of President of India’s police medal for distinguished services and police medal for meritorious services.

He served in the Narcotics Control Bureau( MHA), Chandigarh Zone( 2002-2007) during which he served in Punjab, J& K, Himachal Pradesh and, UT Chandigarh.
He has taken VRS from active service to Fight increasing Drug addiction menace in the State of HP and Northern Region.
He has worked out a Sustainable Cannabis/ Opium Poppy Eradication Strategy for HP. He also established two Co-operative Societies known as "Malanavikalp" in Malana and "Chuharvikalp" in Chuhar Valley aiming at weaning away the drug Cultivating farmers to sustainable Alternative Agro- Horticultural activities.
Mr. Rajesh Pandey
Mr. Rajesh Pandey, is a senior officer from Indian Revenue Service (Customs & Indirect Taxes). Presently, he is heading the Zonal Units of Directorate of Revenue Intelligence (DRI) in Mumbai and Indore which cover the States of Maharashtra, Goa, M.P. & Chhatisgarh. Earlier, he has worked in the Directorate of Enforcement, Central Bureau of Narcotics and different field formations of Customs, Excise and GST. He has also been a Master Trainer of GST and a number of his articles on Indirect taxation have been published.
